OCIA BOARD MEETING MINUTES
March 12, 2026
The meeting was called to order at 5:44 pm by President Ronnie Smith.
Present: Board members Ronnie Smith, Brian Forgey, Donna Pinney, Janet Weaver, and Dennis Webb were in attendance. Staff member Tamy Bond was present. 3 members of the HOA were in attendance.
Absent: n/a
Amend/Approve Agenda: The agenda for the meeting was presented for review. Dennis Webb asked to add an item to the agenda: Montgomery Letter. Ronnie Smith asked to add an item to the agenda: Architectural Committee. Brian Forgey moved to accept the agenda as written with the additions of the Montgomery Letter and Architectural Committee. Dennis Webb seconded. Motion approved by the full board.
Amend/Approve Meeting Minutes: The minutes of the February 12, 2026 meeting were presented for review. Donna Pinney moved to waive reading of the minutes and approve the minutes as written. Dennis Webb seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.
President’s Report: – Ronnie Smith stated we did purchase a Kubota L4060 4×4 Tractor with Cab and Loader from Riggs Tractor Company. This new tractor will be able to be used in any type of weather and help us multitask. Riggs Tractor Company did take the road grader in as trade. We still need to sell 2 of our smaller tractors. This will leave us with 2 good tractors. We do need to purchase a top & tilt for the Kubota. This will give us the ability to trim trees, blow leaves, bush hog and more. The cost would be about $3,000. Ronnie Smith offered $7500 for the 2 tractors. Brian Forgey will try to sell the tractors for at least 1 week before Ronnie Smith’s offer will be considered. We did have an offer of $3,700 when we had them for sale previously.
Donna Pinney made a motion to sell the 2 older tractors. Janet Weaver seconded the motion. All board members voted in favor of the motion. Motion carried and approved.
Janet Weaver made a motion to use a portion of the funds from the sale of these tractors to purchase a top & tilt and blade for the large Kubota tractor. Dennis Webb seconded the motion. All board members voted in favor of the motion. Motion carried and approved.
Treasurer’s Report: Janet Weaver read the OCIA Treasurer’s report as follows: As of 2/28/2026, the checking account balance was $113,760.41; the R & R account balance was $158,657.10; Certificates of Deposit are $207,671.12. Recreation Center Income was Member Parties $220. See the OCIA Treasurer’s Report herein attached and incorporated by reference to
these minutes.
Maintenance/Development Report: (Ronnie Smith) We will probably owe about $120,000 for roof repairs to Titan Roofing soon. The new roof has a leak. Titan Roofing is reimbursing us for those repairs. Road maintenance is in progress. Hillcrest repair worked well with recent rain. A member at Sidehill wants a culvert cleared. We dug about 10 ft deep to find a culvert had been covered by a previous owner. Discussion was held to fix the problem. Donna Pinney suggested having Josh Weaver submit a bid to fix this issue. Boat Dock Watcher was contacted as the boat dock was beached. Fencing bids for Pool Deck/Pickleball Court Area were presented by Tamy Bond. Ronnie Smith stated this expense should be covered by the insurance claim. Donna Pinney made a motion to accept the bid from Stateline Fence Company for an 8ft green fence with 1 gate and panic bar. Dennis Webb seconded the motion. All board members voted in favor of the motion.
Motion approved. Tamy Bond will contact Stateline Fence Co. to get the contract in process.

Old Business:
- Insurance claim from 2023 – Ronnie Smith stated the Dock is done. The Rec Center needs front gutters. Pool Building needs gutters. The shop needs 3 panels replaced. Pavilion and other out buildings to come soon.
- Give Back Lots Report – Englehart paperwork sent. Dennis Webb made a motion to accept 3 offers to give back lots. Galina West – OPV Block 54, Lots 32 & 35, Max & Judith Youngblood – OPV Block 27, Lot 6, and Donald & Joann Dennis – OPV Block 57, Lots 19 & 20. Janet Weaver seconded the motion. All board members voted in favor of the motion. Motion carried and
approved. - Property Sales Policy – Updates – tabled until next meeting
New Business:
- Member Complaints – Yard Cleanup – Brian Forgey had a complaint of a yard that needed cleaned up, first house on Amanda. We need to send a letter to clean up the area. Dennis Webb stated to make sure and include the health and environmental hazards in the letter.
- Architectural Committee – Ronnie Smith appointed Donna Pinney, Dennis Webb and Brian Forgey to an Architectural Committee as per our Association By-Laws. They will investigate a yard clean up complaint from Brian Forgey as well as some trash/garbage burning complaints.
- Montgomery Letter – A request was brought by Michael and MaryAlice Montgomery to approve their garage building. A letter was approved by the Architectural Committee to be sent to the Montgomerys with a few conditions to approve that their garage building meets the Oakmont Community standards.

Motion: Donna Pinney moved and Brian Forgey seconded to adjourn at 6:57 pm. All board members voted in favor and the motion passed.
