OCSA BOARD MEETING MINUTES
February 12, 2026

The meeting was called to order at 5:00 pm by President Ronnie Smith.

Present: Board members Ronnie Smith, Brian Forgey, Donna Pinney and Dennis Webb were in attendance. Janet Weaver was absent. Staff member Tamy Bond was present. 2 members of the HOA were in attendance.

Absent: None

Amend/Approve Agenda: The agenda for the meeting was presented for review. Brian Forgey moved to accept the agenda as written and Donna Pinney seconded. Motion approved by the full board.

Amend/Approve Meeting Minutes: The minutes of the January 8, 2026 meeting were presented for review. Donna Pinney moved to waive reading of the minutes and approve the minutes as written. Brian Forgey seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.

President’s Report: – None.

Treasurer’s Report: Tamy Bond read the OCSA Treasurer’s report as follows: As of 1/31/2026, the checking account balance was $57,316.00; the High Yield Money Market account balance was $260,429.28; Heim-Young Account was $316,032.24. See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.

  • 3 offers to present:
    • Troy McFall: OPV Block 3, Lot 22, 58 and 59 – $24,000 for all 3
    • Craig and Phyllis Cottle: OPV Block 6, Lot 66, 67 & 68 – $15,000 for all 3
    • Valerie Budd: – OPV-OAKHOLLOW ADD LTS 9 TH 11 – $500 for all

Old Business:

  • Lot Sales Status Report
    • Closed: n/a
    • In Process: Tanner Stevens: OPV Block 3, Lots 22, 58 & 59 – Offer Expired
  • Lot Sales Info/Report: Nothing at this time.
  • Clearing Properties for sale: Dennis Webb stated there are many variables when pricing lakeview lots although he spoke with Janet Weaver about comps in the area being around $60,000. Several were surprised all the trees were removed from OPV Block 6, Lots 66, 67 & 68. Donna Pinney suggested the Board wait to market and sell this property. We don’t need to be in a hurry to sell. We can consider offers brought to us, but we don’t need to go out looking for sales right now. Several stated they did not want to spend further money to improve lots right now, including clearing any part of a lot. Dennis Webb stated that several realtors he spoke with suggested clearing the lots completely. Ronnie Smith stated we should be careful promoting our properties until he is able to talk with the County.

New Business:

  • Offer to purchase from Troy McFall, OPV Block 3 Lots 22, 58 & 59, – $24,000 for all 3. Dennis Webb made a motion to accept the offer. Donna Pinney seconded the motion. All board members voted in favor of the motion. Motion carried and approved.
  • Offer to purchase from Craig and Phyllis Cottle: OPV Block 6, Lot 66, 67 & 68 – $15,000 for all 3. Donna Pinney made a motion to reject the offer. Dennis Webb seconded the motion. All board members voted in favor of the motion. Motion carried and approved.
  • Offer to purchase from Valerie Budd, OPV – OAKHOLLOW ADD LTS 9 TH 11 – $500. The Board decided to table this offer until more information was available to all concerning the original offer in 2021.

Adjournment:
Motion: Brian Forgey moved and Dennis Webb seconded to adjourn at 5:20 pm. All board members voted in favor and the motion passed.

The next regular meeting is scheduled for March 12, 2026.
