OCSA BOARD MEETING MINUTES
August 14, 2025
The meeting was called to order at 5:01 pm by President Ronnie Smith.
Present: Board members Ronnie Smith, Janet Weaver, Brian Forgey, and Dennis Webb were in attendance. Donna Pinney was present by phone. Tamy Bond was present. 1 member of the HOA was in attendance.
Absent: None
Amend/Approve Agenda: The agenda for the meeting was presented for review. Dennis Webb asked to move 5 items from the OCIA agenda to include Lot Info, Tax Sale Strategy, Give Back Lots List, Report Thurn & Taney Properties, Newly Created Lots for Sale List. Brian Forgey moved to accept the agenda as amended and Janet Weaver seconded. Motion approved by the full board.
Amend/Approve Meeting Minutes: The minutes of the July 10, 2025 meeting were presented for review. Janet Weaver moved to waive reading of the minutes and approve the minutes as written. Brian Forgey seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.
President’s Report: – None
Treasurer’s Report: Janet Weaver gave the OCSA Treasurer’s report as follows: As of 7/31/2025, the checking account balance was $26,454.95; the High Yield Money Market account balance was $255,395.52; Heim-Young Account was $292,058.92. See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.
Administrative Report – Lot Sales Status Report
Closed: Guy Thomas – OPV Block 36, Lot 20
Sales Price $3000.00 – Proceeds $2,598.83
In Process: Weavers – Janet informed it is supposed to close some time in August. (Need to gather more information, this was before Tamy started)
Old Business:
Sherman Cogdill: Board Offered $6,000 for OPV Block 54, Lots 18, 21,22 – Rejected by Sherman Cogdill by phone.
April Maria: Counter Offered for OPV Block 57, Lots 10 & 11 of $3,250 for both together. After some discussion about the value of the lots, Brian Forgey made a motion to reject the offer. Dennis Webb seconded the motion. All board members voted in favor of the motion. Motion passed.
Follow up on Give Back Lots – Dennis Webb gave a report that we have several new requests as well as several old requests that have not been followed up on. Are we asking for warranty deeds only? Many want to give back lots that they have inherited or simply don’t want. Some have paid taxes but no HOA dues. Donna Pinney mentioned she purchased lots recently and went through Hogan to gain warranty deeds. Dennis stated some lawyers have told them to stop paying taxes and HOA dues and let it go to tax sale. Ronnie Smith stated some have warranty deeds we could just ask them to prepare, sign and notarize it back to Oakmont. After much discussion about whether a warranty deed could be found and brought to Oakmont and the cost involved which could be $600 for title company or $2500+ for lawyer to quiet title, the board decided to continue to look into what can be done for these lots. Donna Pinney suggested a list of questions be written for the office staff to gain certain information from the owners to help in making a decision which might include, is there any debt on the property? Are you the sole owner? Is one we want back?, etc. Janet Weaver suggested a warranty deed is needed and the office could do the research to find what is available for Taney County recorded deeds. Ronnie Smith suggested we look at each property individually to see the value and what the circumstances are to determine the course of action for each owner.
New Business:
Jana Hilt offered for OPV Block 3, Lots 22, 58 and 59 of $10,000 for all three together. Ronnie Smith pointed out the location of this lot and the value of joining with other lots she has. Janet suggested a price of at least $5,000 per lot due to the location. Donna suggested $20,000 for all 3 lots together. Dennis Webb made a motion to reject the offer of $10,000 for all three lots and counter offer for $22,500. Janet Weaver seconded. All board members voted in favor of the motion. Motion passed.
Lot Info: We can market lots that Oakmont owns with a minimum of 3 lots. Oakmont owns around 500 lots. Several are too steep to sell for building and many are not sellable, but could be packaged with others to make them more valuable and able to build. As we look to the future, we need to consider some give back and tax sale lots to convert into packages we can sell. We may have to spend some money to convert collectors’ deeds to warranty deeds.
Tax Sale Strategy: Dennis Webb has a list that he suggested we look at to purchase. However he stated there was concern among some board members that we not go to the tax sale due to budgeting concerns for the rest of the year and the cost to gain a clear title with a collectors deed from the tax sale. Ronnie suggested we pick a few and test the process. Donna suggested we need simple consistent guidelines in place to look at first. All agreed the tax sale is something we should consider. Dennis asked for a budget for this year. Brian, Ronnie and Dennis will attend the tax sale in order to possibly bid on lots that benefit the association. Several suggested a budget between $2000 and $5000. Ronnie stated it will probably cost us about $1000 per lot to gain a clear title.
Motion: Dennis Webb made a motion to set a budget of $3000 to purchase a few properties at the tax sale which includes paying the taxes due and approximately $600 per lot for a title company to do a search with the collectors deed. Brian Forgey seconded the motion. All board members voted in favor of the motion. Motion passed.
Report Thurn & Taney Properties: Dennis Webb reported a letter has been sent to these owners stating we will take back their lots and forgive the past due amounts if they will have an attorney present a warranty deed to us. We have not heard anything back yet.
Newly Created Lots for Sale List: Dennis Webb reported he has scoured our inventory to create several lot packages that could be sold. He would like to place for sale signs on these properties and begin advertising them for sale. He also has contacted the Planning and Zoning Department concerning sewer being added to this area, which would drastically change the value of these properties. Nothing is in the works now, it may be 5 years or more. Donna suggested he contact them and see where Oakmont is on the list. She mentioned that they had come to a previous board meeting and stated it was in the future plans. We should write a formal letter and ask them to attend a board meeting to give us an update.

Motion: Janet Weaver moved and Brian Forgey seconded to adjourn at 6:20 pm. All board members voted in favor and the motion passed.
The next regular meeting is scheduled for September 11 , 2025.
