BOARD MEETING MINUTES
JUNE 9, 2022
The meeting was called to order at 5:00 p.m. by President Crafton.
Present: Board Members Gary Haupt, Junior Crafton, Megan McGuire and Jeff Farquhar were in attendance. Administrative Staff Karen Badley and Donnie Sherwood were in attendance. 10 HOA members were in attendance in the audience.
Absent: Treasurer Jeff Wilhoit.
Amend/Approve Agenda: The agenda for the meeting was presented for review.
- Motion: Gary Haupt moved and Jeff Farquhar seconded to approve the agenda as presented. All Board members voted in favor of the motion. Motion carried and agenda remained as presented.
Minutes of May 12, 2022 meeting: The minutes of the May 12, 2022 meeting were presented for review.
- Motion: Megan McGuire moved to waive reading of the minutes at the meeting and approve the minutes as presented and Gary Haupt seconded the motion. All voted in favor of the motion. Motion carried and minutes approved as presented.
Treasurer Report: In absence of Treasurer Jeff Wilhoit. Megan McGuire gave the OCSA Treasurer’s report as follows:
As of 5/31/2022, the Checking account balance was $178,541.40; Heim Young account balance was $227,284.48 which represented a monthly gain of $6,000. See the OCSA Treasurer’s Report herein incorporated by reference to these minutes.
Administrative Report: Karen Badley informed the Board that the $400 Membership Only lot fee was just barely covering the Association’s out of pocket costs for the title and recording of the lot sale ($295 title search and insurance and $27 recording fee). Gary Haupt questioned if the Membership Only lots are still viable and if the buyers of these membership lots are burdening the facilities.
- Motion: After discussion of the burdens and costs including the staff time to process, Gary Haupt moved and Jeff Farquhar seconded to increase the Membership Only lot fee to $600 and for the Buyer and Seller to split 50/50 the closing cost fees. All voted in favor of the motion. Motion carried and fee increase and closing cost split were approved.
President Report: No report.
New Business:
President Crafton introduced Barbara Houser, CPA from Auditor KPM. Ms. Houser stated that she was getting up-to-speed with the Associations’ accounts with the retirement of Randall Moots. She has discussed a few standard changes with the Board and has started the 2021 Audit with tax returns to be prepared no later than October 15, 2022.
Old Business:
Ronnie Smith, current HOA member, is requesting a price on Ozark Paradise Village, Block 5, Lot 66 on Lakeview Drive. Since the last meeting, three Board members conducted an on-site visit and confirmed the location, boundary, unauthorized yard extension from the neighboring property onto the subject lot. Mr. Smith was in attendance and presented geographical challenges of this lot including well placement and driveway grade based upon the new County standards. Karen Badley was unaware of any specific previous pricing recommendations for this lot.
- Motion: After a discussion of the issues and recent neighboring lot sales, Megan McGuire moved and Gary Haupt seconded to set the price at $6,000. All Board members voted in favor and motion carried.
Paula and Zane Mahon, Texas residents, are requesting a price on Ozark Paradise Village, Block 49, Lots 27, 28, 29, 30, 31 and 56 at the corner of Devil’s Pool Road and Tanbark Drive. The Mahons were not in attendance. Since the last meeting, three Board members conducted an on-site visit and confirmed the location, boundary, road access on Devil’s Pool Road only, and unmaintained Tanbark Drive. Karen Badley stated that the previous pricing recommendation from 2006 was $22,000 for all six (6) lots.
- Motion: After a brief discussion, Gary Haupt moved and Jeff Farquhar seconded to set the price for all six (6) lots at $25,000 with the condition that Tanbark Drive will continue as an unmaintained roadway. All Board members voted in favor and motion carried.
Bill Webb, Missouri resident, is requesting a price on Tract 25 (6.41 acres) with access points at Lakeview Court and Lakeview Terrace and OPV Block 6, Lot 200 on Spring Drive. The Board set a price of $80,000 on Tract 25 in 2021 after formal appraisal obtained. Three Board members conducted an on-site visit. Based upon this appraisal price, there was a negotiation with a potential buyer last year that did not result in agreed upon sale price or sale.
- Motion: After brief discussion, Gary Haupt moved to set the price of Tract 25 and Lot 200 at $80.000. Motion died for lack of a second. Gary Haupt made a second motion to set the price of Tract 25 at $80,000 and Lot 200 at $5,000. Jeff Farquhar seconded. All Board members voted in favor and motion carried.
Valorie Budd, current HOA member, is requesting a price for OPV, Block 6, Lots 195, 196 and 199 at intersection of Shore and Club Drives. Three Board members conducted an on-site visit and Karen Badley stated that in 2017, the price on these lots were recommended at $7,000 each.
- Motion: After a brief discussion of the quality of the lots and recent comparative lot sales, Gary Haupt moved to set the price of these lots at $5,000 each and Jeff Farquhar seconded. All Board members voted in favor and motion carried.
Adjournment: Junior Crafton called for adjournment.
- Gary Haupt moved and Megan McGuire seconded to adjourn at 5:55 p.m. All Board members voted in favor and motion carried.
The next regular meeting will be held on July 14, 2022.
