BOARD MEETING MINUTES

DECEMBER 8, 2022

The meeting was called to order at 5:00 p.m. by President Crafton.

Present: Board Members Junior Crafton, Gary Haupt, Megan McGuire, Jeff Wilhoit and Jeff Farquhar were in attendance.  Polly Rannells and Donnie Sherwood were present. 5 HOA members were in attendance in the audience.

Absent: None.

Amend/Approve Agenda: The agenda for the meeting was presented for review.

  • Motion: Gary Haupt moved and Jeff Wilhoit seconded to approve the agenda as presented. All Board members voted in favor of the motion. Motion carried and agenda approved.

Minutes of November 10, 2022 Regular meeting: The minutes of the November 10, 2022 regular meeting were presented for review.

  • Motion: Megan McGuire moved to waive reading of the minutes at the meeting and approve the minutes as presented and Jeff Wilhoit seconded the motion. All voted in favor of the motion. Motion carried and minutes approved.

Treasurer Report: Treasurer Jeff Wilhoit gave the OCSA Treasurer’s report as follows:

As of 11/30/2022, the Checking account balance was $223,657.00; Heim Young account balance was $222,961.01 . The Heim-Young investment account has increased almost $11,000 in November. Jeff Wilhoit reported that two lots closed in November for a total of $7,301.65.  See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.

Administrative Report:

Polly Rannells reviewed the Lot Sales Status Report highlighting the board actions communicated to the prospective buyers and that the American Sportsman lot contract was signed on 11-7-22.

Polly Rannells also reported that she passed the Notary exam and will be sworn in at the Forsyth courthouse.

Polly Rannells presented the 2022 property taxes that are due totaling $21,269.99 for real estate and personal property owned by the organization.

President Report: No report.

Old Business:

Lot Sales Status Report – See above under Administrative Report.

New Business:

Chenier and Michael Montz made an offer of $3000 on both lots on Ozark Paradise Village, Block 9, Lot 21 and 22 on Mountain View Drive.  The Montz’s were not in attendance.  Board members conducted an on-site visit.  The Board has previously priced these two lots at $11,000 on July 2011.

  • Motion: After a discussion of the lot size, quality of the lot, gravel road, and recent comparative lot sales, Gary Haupt moved to reject the offer of $3,000 for both lots. Jeff Farquhar seconded the motion and all board members voted in favor of the motion.  Motion carried.
  • Motion: After a discussion of the above information as well as the sloping land contours and heavy overgrowth, Megan McGuire moved to counter offer at $6,000 per lot or $12,000 for both lots plus half of the closing costs.  Gary Haupt seconded the motion and all board members voted in favor.  Motion carried.

Randy and Carol Stewart made an offer of $3,500 on Ozark Paradise Village, Block 6, Lot 179 on Club Drive.  The Stewart’s were not in attendance.  Board members conducted an on-site visit.  The Board had no previous price set.

  • Motion: After a discussion of the lot size, quality of the lot, gravel road, and recent comparative lot sales, Megan McGuire moved to reject the offer of $3,500 for the lot. Jeff Farquhar seconded the motion and all board members voted in favor of the motion.  Motion carried.
  • Motion: After a discussion of the above information as well as the sloping land contours and ledge rock, Jeff Farquhar moved to counteroffer at $6,000 for the lot plus half of the closing costs.  Megan McGuire seconded the motion and all board members voted in favor.  Motion carried.

Cody West is requesting a price on Ozark Paradise Village, Block 38, Lot 4 on Orchard Drive.  Cody West was not in attendance.  Board members conducted an on-site visit.  The Board had no previous price set on this lot.

  • Motion: After a discussion of the lot size, road easement, quality of the lot including the sloping land contours and cleared lot, Gary Haupt moved to set the price at $2,000 for the lot plus half of the closing costs and pending confirmation of the recorded road easement. Jeff Farquhar seconded the motion and all board members voted in favor.  Motion carried.

Charlie Gerken representing American Sportsman is offering $7,500 on Ozark Paradise Village, Tract 22 on Ravine Drive.  Charlie Gerken was not in attendance.  Board members conducted an on-site visit.  The Board had no previous price set on this lot.

  • Motion: After a discussion of the lot size being very atypical, quality of the lot including the steep land contours and heavy overgrowth, Megan McGuire moved to accept the offer of $7,500 for the lot plus half of the closing costs. Jeff Wilhoit seconded the motion and all board members voted in favor.  Motion carried.

George Lewis wishes to return through donation his lot at Ozark Paradise Village, Block 54, Lot 26 on Fairlane Drive to Oakmont.

  • Motion: Gary Haupt moved to accept transfer of the lot to Oakmont Community Sales Associaiton and Jeff Wilohoit seconded. All board members voted in favor of the motion.  Motion carried and Polly Rannells was instructed to prepare the deed transfer documents.

Adjournment: Junior Crafton called for adjournment.

  • Motion: Jeff Wilhoit moved and Megan McGuire seconded to adjourn at 5:35 p.m.  All Board members voted in favor and the motion carried.

The next regular meeting will be held on January 12, 2023.
