BOARD MEETING MINUTES

JULY 14, 2022 

 

The meeting was called to order at 5:00 p.m. by President Crafton.

Present:  Board Members Gary Haupt, Junior Crafton, Megan McGuire, Jeff Wilhoit and Jeff Farquhar were in attendance.  Administrative Staff Karen Badley and Donnie Sherwood were in attendance. 5 HOA members were in attendance in the audience.

Absent:  None.

Amend/Approve Agenda:  The agenda for the meeting was presented for review.

  • Motion: Gary Haupt moved and Megan McGuire seconded to approve the agenda as presented.  All Board members voted in favor of the motion.  Motion carried and agenda remained as presented.

Minutes of June 9, 2022 meetingThe minutes of the June 9, 2022 meeting were presented for review.

  • Motion: Megan McGuire moved to waive reading of the minutes at the meeting and approve the minutes as presented and Jeff Wilhoit seconded the motion. All voted in favor of the motion.  Motion carried and minutes approved as presented.

Treasurer Report:  Treasurer Jeff Wilhoit gave the OCSA Treasurer’s report as follows:

As of 6/30/2022, the Checking account balance was $205,039.47; Heim Young account balance was $214,827.31 which represented a monthly loss of $13,000 attributed to investment losses.  See the OCSA Treasurer’s Report herein incorporated by reference to these minutes.

Administrative Report:  No report.

President Report: No report.

New Business:

Ed and Judy Lynch, current HOA members, are requesting a price for OPV, Block 55, Lot 38 on Fairlane Drive.  The Lynch’s were not in attendance.  Board members conducted an on-site visit and Karen Badley stated that in 2010, the price on this lot was recommended at $4,000.  Fairlane Drive is maintained to this lot.

  • Motion: After a brief discussion of the quality of the lot and recent comparative lot sales, Jeff Farquhar moved to set the price of this lot at $5,000 and Gary Haupt seconded.  All Board members voted in favor and motion carried.

Old Business:

Adam Zink, current  non-member lot owner, is making a counteroffer on Lakewood Estates, Block 2, Lot 11 on Cedar Drive.  Mr. Zink was not in attendance.  At the January 13, 2022 Board meeting, the Board set a price on Lot 11 of $4,500 (and Lot 45 of $2,000). Via e-mail, Karen Badley received a counteroffer of $2,000 for Lot 11. There was no indication from the e-mail or conversation with Karen Badley as to Lot 45.

  • Motion: After a brief discussion, Gary Haupt moved and Jeff Farquhar seconded to reject the counteroffer and keep the price of Lot 11 set at $4,500.  All Board members voted in favor and motion carried.

Adjournment: Junior Crafton called for adjournment.

  • Gary Haupt moved and Jeff Wilhoit seconded to adjourn at 5:20 p.m. All Board members voted in favor and motion carried.

The next regular meeting will be held on August 11, 2022.
