OCIA BOARD MEETING
December 9, 2021

Absent: President Jeff Wilhoit
The meeting was called to order at 5:45 pm by Vice President Gary Haupt.
The next meeting will be held on January 13, 2022.
Junior Crafton made a motion to approve the agenda. Megan seconded the motion. Motion approved unanimously.
Junior read a resolution to ratify the October 14, 2021 OCIA board meeting. Junior made a motion to approve the resolution. Megan seconded the motion. Board approved unanimously.
Junior read a resolution to ratify the November 2, 2021 a OCIA closed executive session minutes. Junior made a motion to ratify the resolution. Jeff Farquhar seconded the motion. Motion carried unanimously.
Junior read the minutes of November 18, 2021 OCIA emergency Executive session meeting. Junior Crafton made a motion to approve the minutes as read. Megan McGuire seconded the motion. Motion carried unanimously.
Junior Crafton read the minutes of the OCIA Special session on 11/30/2021 at 4:15 p.m. Junior Crafton made a motion to accept the minutes as read. Jeff Farquhar seconded the motion. Motion carried unanimously.
Junior Crafton read the minutes of the November 11, 2021 OCIA monthly board meeting. Junior Crafton made a motion to accept the minutes as read. Megan McGuire seconded the motion. Motion carried unanimously.

Treasurers Report: Karen read the Treasurers report since Treasurer McGuire hasn’t been in this position previously. The OCIA checking account as of November 30th has $86,251.22; in the R & R Account as of November 30th $28,833.78 for a grand total of $115,085.00. The campgrounds earnings for November were $570.00 and parties in the Rec Center were $230.00 for a total of $800.00.
Maintenance Report: Junior Crafton complimented Donnie and the boys for blowing the leaves from the front entrance. The boys have been blowing leaves; a waterline break in the poolroom; put Christmas lights up; put the spreader boxes on the trucks; installed a new battery on the backhoe; installed the snowplow on the new truck; restocked the gravel pile for winter; rebuilt the pump in the hot tub.
Administrative Report: Karen Badley stated, the campers in the campground needed to stay longer than the 2 months. Board policy requires approval of stays longer than 60 consecutive days with extensions decided on a case by case basis. The camper requested an extension of 30 days due to new home construction. Karen advised they have been very good tenants during their stay and is added security to the employees working nights. The board agreed to allow the extension.
Vice President Haupt: Nothing to report.
New Business: The Christmas Party date was changed to December 16, 2021. The Board will provide the food from Country Mart.
Junior Crafton will take pictures of the employees for the new Website.
Joni Glessner asked for Oakmont to pay a quarter of the price for maintenance to the NO WAKE BUOYS. These buoys help protect the Oakmont dock from boat wakes. A quarter of the bill would be for $155.00. Junior Crafton made a motion to pay the $155.00. Megan McGuire seconded the motion. Jeff Farquhar recused himself from anything dealing with Corps of Engineers due to his employment with the Corps. Junior Crafton, Megan McGuire and Gary Haupt voted in favor of the motion. Jeff Farquhar abstained. Karen will send Joni a check.
In 2016 the Board approved the amount of HOA increases to be 6 percent every other year. The board deferred raising the HOA’s in 2021 due to the pandemic. In 2022 the Board will raise the HOA’s up to $275.00 with a 10% discount if paid by March 1, 2022. Junior Crafton made a motion to resume the 10 year plan of every even number year to increase HOA’s 6% until 2026. Then we will revisit our finances for another 10 year plan. Megan McGuire seconded the motion. Motion carried unanimously.
Karen will update the information on signature cards for the bank and give the updated information to the Vice President so Megan McGuire and Jeff Farquhar will be able to sign checks.
Tim Bird, homeowner on Mountain View and an Oakmont member, had a complaint about the security lights that Big Cedar had at their new cabins. The Board suggested Tim contact our President Jeff Wilhoit, who works at Big Cedar, to see what can be done to help.
Old Business: Update on the units and cabins from Big Cedar/Bluegreen. Megan McGuire and Dennis Garrison volunteered to go the Assessor’s office to get plot maps of Blocks in question.
Junior Crafton explained that he was going to be the administrator of the new Web Page. The access to the webpage is all lower case – oakmontcommunity.com. Do not put www in the front of the address. The page will have board minutes, community announcement, pictures of land for sale, etc.
Ellen Nesbit, Oakmont member, wanted to know who from the board would go to the Planning and Zoning meetings concerning nightly rentals on Monday Dec. 13th. Vice President Haupt explained Oakmont‘s position on paper of nightly rentals. The most important thing to the Planning and Zoning Board are the neighbor’s opposition at the meetings. Oakmont member Rick Ledoux told the audience and board that when they were at the Planning and Zoning meeting the P&Z Board said they would listen to the neighbors. Megan McGuire volunteered to represent Oakmont at all the P&Z Board meetings as possible.
Junior Crafton made a motion to adjourn the meeting. Megan McGuire seconded the motion. Motion carried unanimously. Vice-President Gary Haupt adjourned the meeting at 7:30 p.m. Next board meeting will be held January 13, 2022 at 5:00 p.m.
