OCSA BOARD MEETING MINUTES
November 13, 2025
The meeting was called to order at 5:00 pm by President Ronnie Smith.
Present: Board members Ronnie Smith, Janet Weaver, Brian Forgey, Donna Pinney and Dennis Webb were in attendance. Staff member Tamy Bond was present. 2 members of the HOA were in attendance.
Absent: None
Amend/Approve Agenda: The agenda for the meeting was presented for review. Donna Pinney moved to accept the agenda as written and Brian Forgey seconded. Motion approved by the full board.
Amend/Approve Meeting Minutes: The minutes of the October 9, 2025 meeting were presented for review. Donna Pinney moved to waive reading of the minutes and approve the minutes as written. Brian Forgey seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.
President’s Report: – Ronnie Smith reported on the road work that has been done. The Board met with our representative from Heim/Young and was very pleased with our present options for this account. We will keep it as is for now. Donna Pinney suggested we need to discuss future plans for this account and other funds.
Treasurer’s Report: Janet Weaver gave the OCSA Treasurer’s report as follows: As of 10/31/2025, the checking account balance was $42,525.42; the High Yield Money Market account balance was $258,067.34; Heim-Young Account was $305,810.56. See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.

Lot Sales Status Report
In Process: Maria – OPV Block 57, Lots 10 & 11 $5,000
Expired: Jana Hilt offer (OPV Block 3, Lots 22,58,59) from Board – no response.

New Business:
- Randy and Janice Johnson offer OPV Block 61, Lots 12-14B (Jones Road). Dennis presented the offer as he is contracting with them to build a house on these lots. He abstained from voting to approve/disapprove this sale. Donna Pinney moved to accept the offer of $15,000 for all the lots together. Janet Weaver seconded the motion. All board members (except Dennis Webb) voted in favor and the motion passed.
- Jana Hilt offer for Tax Sale Properties we bought this year at the Tax Sale. 2 lots OPV Block 3, Lots 28, 54. Jana has agreed to pay $5,000 per lot once they become available. Dennis Webb, Ronnie Smith and Donna Pinney had agreed to accept the offer, but wanted to bring it before the Board for a vote. Several agreed it would be good to get a contract in place that states this offer. We would offer a Quit Claim Deed to her for these lots. Perhaps require a deposit as well. Brian Forgey asked about the cost we will have for these lots. Ronnie Smith estimated $1500-$2000 per lot. Janet Weaver stated she could quiet the title later if desired. Brian Forgey made a motion to accept the offer and get a contract in place. Donna Pinney seconded the motion. All board members voted in favor and the motion passed.
- Dennis Webb stated we may need roads to sell some of our properties. Some you can’t even access at the moment. Janet Weaver stated she is ready to list the properties whenever we are ready. Ronnie Smith stated the road improvements may have to wait until next year.
- Donna Pinney asked if we had ever tracked the actual cost for Sales activity in the office. Every year there is an adjustment to charge the Sale Association a portion of expenses for reimbursement to the Improvement Association, but how do we know this is a good number?
- Dennis Webb stated that we have some lots owned by both associations, what do we do when we sell one? Are all sales processed through the Sales Association? Several stated that we do process all sales through the Sales Association, any Improvement Association properties would be transferred before the closing date.

Motion: Donna Pinney moved and Brian Forgey seconded to adjourn at 5:15 pm. All board members voted in favor and the motion passed.
The next regular meeting is scheduled for December 11, 2025.
