OCSA BOARD MEETING MINUTES
December 11, 2025

The meeting was called to order at 5:00 pm by President Ronnie Smith.

Present: Board members Ronnie Smith, Janet Weaver, Brian Forgey, and Dennis Webb were in attendance. Donna Pinney was present by phone. Staff member Tamy Bond was present. No members of the HOA were in attendance.

Absent: None

Amend/Approve Agenda: The agenda for the meeting was presented for review. Brian Forgey moved to accept the agenda as written and Dennis Webb seconded. Motion approved by the full board.

Amend/Approve Meeting Minutes: The minutes of the October 9, 2025 meeting were presented for review. Dennis Webb moved to waive reading of the minutes and approve the minutes as written. Janet Weaver seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.

President’s Report: – Ronnie Smith asked Dennis Webb to report on clarification for Tax Sale Properties and redemption with our liens in place. Dennis Webb stated he had talked with Mona Cope directly when he took our property tax payments. The line in question was from the directions to redeem a property from the tax sale. It states “The owner or lien holder has one year from the date of sale to redeem the property at the collector’s office.” This does not mean any lien holder can redeem. It simply means the lien will be moved up in priority. To keep this from being a concern in the future, we should simply buy any tax sale properties that are valuable to Oakmont at the tax sale each year.

Treasurer’s Report: Janet Weaver gave the OCSA Treasurer’s report as follows: As of 11/30/2025, the checking account balance was $47,131.02; the High Yield Money Market account balance was $258,865.72; Heim-Young Account was $308,253.65. See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.

Old Business:

  • Lot Sales Status Report
    • Closed: Maria – OPV Block 57, Lots 10 & 11 Proceeds: $4,605.60
    • In Process:
      • Randy & Janice Johnson – OPV Block 61, Lots 12-14
      • Jana Hilt Offer for 2 Tax Sale Properties – OPV Block 3 Lots 28 & 54 – $1500 Deposit received

New Business:

  • Valerie Budd requested pricing for OPV OH Block J Lots 9-11. She is wanting these properties to have a larger well that will service 7 homes currently under construction on Jones Road, plus 1 more across the road. The homes being built are for nightly rental use, which she had previously had permitted with the county. Janet Weaver asked if she should be recused from the discussion since her home is in the area. The Board agreed she should not. After much discussion as to what else the property might be used for and whether it was considered a type of commercial use rather than just residential use, Janet Weaver suggested pricing at $30,000 for all, Donna Pinney suggested pricing at $45,000 for all. Dennis Webb stated the building
    site is not zoned as commercial. Brian Forgey made motion for Valerie Budd to bring a bid to the Board and Donna Pinney seconded the motion. All board members voted in favor of the motion. Motion approved by the full board.
  • A resolution from Heim/Young to review, sign and send back with a letter from the Secretary is in process to update the signers on this account.

 

Adjournment: Motion: Dennis Webb moved and Brian Forgey seconded to adjourn at 5:32 pm. All board members voted in favor and the motion passed.

The next regular meeting is scheduled for January 8, 2026.
