OCSA BOARD MEETING MINUTES
September 11, 2025
The meeting was called to order at 5:03 pm by President Ronnie Smith.
Present: Board members Ronnie Smith, Janet Weaver, Brian Forgey, Donna Pinney and Dennis Webb were in attendance. Staff member Tamy Bond was present. 1 member of the HOA was in attendance.
Absent: None
Amend/Approve Agenda: The agenda for the meeting was presented for review. Brian Forgey moved to accept the agenda as written and Janet Weaver seconded. Motion approved by the full board.
Amend/Approve Meeting Minutes: The minutes of the July 10, 2025 meeting were presented for review. Donna Pinney moved to waive reading of the minutes and approve the minutes as written. Janet Weaver seconded the motion. All board members voted in favor of the motion. Motion carried and minutes approved.
President’s Report: – None
Treasurer’s Report: Janet Weaver gave the OCSA Treasurer’s report as follows: As of 8/31/2025, the checking account balance was $24,437.46; the High Yield Money Market account balance was $256,310.61; Heim-Young Account was $297,702.75. See the OCSA Treasurer’s Report herein attached and incorporated by reference to these minutes.
Administrative Report – Lot Sales Status Report

In Process: Weavers – OPV Block 6 Lots 272-275 $20,000, Closing in September
Old Business:
April Maria: Counter Offered for OPV Block 57, Lots 10 & 11 of $4,000 for both together. Discussion was started about the value of these lots as well as Oakmont lots in general. Dennis Webb stated that no 2 lots are the same there are many factors that need to be considered. Does it slope? Is it buildable? Location to the lake or a view? Some may be able to build on 2 lots with septic on 3rd. Donna Pinney noted a consistent protocol should be set for pricing or determining the value of Oakmont lots. Ronnie Smith said is it a county road? The county will designate the slope of driveways also. Janet Weaver suggested not to take less than $5,000 for any lot. Ronnie Smith agreed with Dennis Webb that we have no more land. What we have is it. Let’s not give it away if we don’t have to. Brian Forgey made a motion to set the price of $4,000. Discussion was had. Donna amended the motion to set the price at $5,000 to expire in 30 days from today. Discussion whether to take $5,000 or counter offer for more. Ronnie Smith stated that when the sewer connection comes in, it will change everything for the value of lots in Oakmont. Dennis Webb stated time is on our side. We don’t have to sell. Dennis Webb seconded the amended motion. All board members voted in favor of the motion. Motion passed.
Jana Hilt offered for OPV Block 3, Lots 22, 58 and 59 of $16,000 for all three together. Ronnie Smith stated that she has several other lots surrounding these. We may be able to offer her lots we purchased at the 2025 tax sale in the future. Dennis Webb made a motion to accept the offer of $16,000 for all three lots and Brian Forgey seconded. Janet Weaver said she would rather counter-offer for $18/19,000. Donna Pinney stated $16,000 seemed a little low. Dennis Webb amended the motion to offer $18,000 to expire 30 days from today. Donna Pinney seconded. All board members voted in favor of the motion. Motion passed.
New Business:
Per Accountant – Move 3 parcels from Sales Association to Improvement Association: Accountant suggested we move properties adjoining the current facilities to Improvement Association since we will probably never sell these lots. OPV Block 40 Lots 1-5 and 6-8 as well as 33-43 plus a little extra triangle that is platted with this parcel. Dennis Webb made a motion to move all 3 parcels from Sales Association to Improvement Association. Brian Forgey seconded. All board members voted in favor of the motion. Motion passed.

Motion: Janet Weaver moved and Brian Forgey seconded to adjourn at 5:38 pm. All board members voted in favor and the motion passed.
