BOARD MEETING MINUTES

SEPTEMBER 8, 2022

 

The meeting was called to order at 5:00 p.m. by President Crafton.

Present: Board Members Junior Crafton, Gary Haupt, Megan McGuire, Jeff Wilhoit and Jeff Farquhar were in attendance.  Polly Rannells was present. 15 HOA members were in attendance in the audience.

Absent: Donnie Sherwood was on vacation.

Administrative Staff Update:  President Crafton stated that Karen Badley, Administrative Supervisor, had left the organization after 30+ years of service.  She has declined a reception.  Polly Rannells has been appointed as the Interim Administrative Supervisor.  We thank her for stepping into this position.

Amend/Approve Agenda: The agenda for the meeting was presented for review.

  • Motion: Gary Haupt moved and Megan McGuire seconded to approve the agenda as presented. All Board members voted in favor of the motion. Motion carried and agenda remained as presented.

Minutes of August 11, 2022 meeting: The minutes of the August 11, 2022 meeting were presented for review.

  • Motion: Megan McGuire moved to waive reading of the minutes at the meeting and approve the minutes as presented and Jeff Farquhar seconded the motion. All voted in favor of the motion. Motion carried and minutes approved as presented.

Treasurer Report: Treasurer Jeff Wilhoit gave the OCSA Treasurer’s report as follows:

As of 8/30/2022, the Checking account balance was $216,383.05; Heim Young account balance was $219,111.31 . See the OCSA Treasurer’s Report herein incorporated by reference to these minutes.

Administrative Report:

  • Polly Rannells stated that Charlie Gerken accepted the offer of $7,500 for Ozark Paradise Village, Block 4, Lot 9 on Oakview Drive on behalf of American Sportsman.
  • Polly Rannells received a request for lot pricing from Joanna Jones today. The request will be placed on the October meeting to give the Board members time to conduct an on-site review of the lot.
  • Polly Rannells stated that 4 membership lots were sold for $600 + 1/2costs. Junior Crafton asked that the main sign be changed to the new pricing within the next month.

President Report: No report.

Old Business:

Megan McGuire presented a sample Lot Sales Status Report on Priced Lots to the Board as a method of tracking the status of the lot that have been priced, counter-offered, rejected, sold and closed.  The Board believed this report would be helpful to be presented on a monthly basis.

Adam Zink, current non-member lot owner, is negotiating on Lakewood Estates, Block 2, Lot 11 on Cedar Drive. At the January 13, 2022 Board meeting, the Board set a price on Lot 11 of $4,500 (and Lot 45 of $2,000). Polly Rannells and Junior Crafton presented the $2000 offer to the Board and Board rejected the offer again.

Tim Connell, current member, is requesting a price for Lakeside Estates, Block C, Lots 16 and 17 on 7th Avenue. Mr. Connell was in attenance.  After research on the area lots, Megan McGuire stated that the area is in transition and prices are variable and trending upward in the last year. The water for each lot is furnished by the Water Association for the subdivision.

  • Motion: Megan McGuire moved to set the price of each lot at $10,000 each.  Jeff Farquhar seconded the motion and all board members voted in favor of the motion.  Motion carried.

 New Business:

Thomas and Margaret Barnett  are requesting a price for Lakeview Estates, Block C, Lot 15 on 7th Avenue. The Barnett’s were in attendance. Board members conducted an on-site visit and as stated in the Connell discussion above, the Board priced the lot based upon current market value.

  • Motion: After a discussion of the transition of the neighbor and recent comparative lot sales, Gary Haupt moved to set the price of Lot 15 at $10,000 and Megan McGuire seconded. All Board members voted in favor and the motion carried.

Guy and Kathy Thomas are offering a price of $1,500 on Ozark Paradise Village, Block 36, Lot 20 on Red Bud Lane.  The Thomas’ were not in attendance.  Board members conducted an on-site visit.  The Board priced the lot in 2019 at $1,500.

  • Motion: After a discussion of the lot size, quality of the level lot, gravel road, lake view and recent comparative lot sales, Gary Haupt moved to set the price of Lot 20 at $3,000. There was no second so the motion failed for lack of a second.  Megan McGuire moved to set the price of Lot 20 at $4,500 and Jeff Farquhar seconded the motion.  All Board members voted in favor and the motion carried.

Adjournment: Junior Crafton called for adjournment.

  • Motion: Gary Haupt moved and Megan McGuire seconded to adjourn at 5:40 p.m. All Board members voted in favor and the motion carried.

The next regular meeting will be held on October 13, 2022.
