BOARD MEETING MINUTES

AUGUST 11, 2022

The meeting was called to order at 5:08 p.m. by President Crafton.

Present: Board Members Junior Crafton, Megan McGuire, Jeff Wilhoit and Jeff Farquhar were in attendance.  Donnie Sherwood was present. 5 HOA members were in attendance in the audience.

Absent: Gary Haupt and Karen Badley were absent.

Amend/Approve Agenda: The agenda for the meeting was presented for review.

  • Motion: Jeff Farquhar moved and Jeff Wilhoit seconded to approve the agenda as presented. All Board members voted in favor of the motion. Motion carried and agenda remained as presented.

Minutes of the June 9, 2022 Executive Session meeting:  The minutes of the June 9, 2022 executive session meeting were presented for review.

  • Motion: Megan McGuire presented the confidential minutes for the Board members to review at the meeting and moved approval the minutes as presented. Jeff Farquhar seconded the motion. All voted in favor of the motion. Motion carried and minutes approved as presented.

Minutes of July 14, 2022 meeting: The minutes of the July 14, 2022 meeting were presented for review.

  • Motion: Megan McGuire moved to waive reading of the minutes at the meeting and approve the minutes as presented and Jeff Wilhoit seconded the motion. All voted in favor of the motion. Motion carried and minutes approved as presented.

Treasurer Report: Treasurer Jeff Wilhoit gave the OCSA Treasurer’s report as follows:

As of 7/30/2022, the Checking account balance was $211,958.47; Heim Young account balance was $225,741.42 . See the OCSA Treasurer’s Report herein incorporated by reference to these minutes.

Administrative Report: No report.

President Report: No report.

Old Business:

  • Adam Zink, current non-member lot owner, is negotiating on Lakewood Estates, Block 2, Lot 11 on Cedar Drive. At the January 13, 2022 Board meeting, the Board set a price on Lot 11 of $4,500 (and Lot 45 of $2,000). Via e-mail prior to the July 14, 2022 Board meeting, Karen Badley received a counteroffer from Mr. Zink of $2,000 for Lot 11. The Board reviewed the counteroffer and rejected it. The Board voted to keep the price of Lot 11 set at $4,500. Mr. Zink had indicated to Karen Badley that he intended to be in attendance at tonight’s Board meeting, however, via e-mail dated August 11, he was not able to attend. Junior Crafton read to the Board the e-mail he had sent to Mr. Zink on August 10 summarizing the negotiation process and how the Board takes action only at the Board meeting.  Crafton stated that the Board would continue to entertain another counteroffer and waive the seven-day requirement if Mr. Zink could present another counteroffer by noon of August 11. No such offer was received. No further Board action taken.
  • Follow Up Report on previous negotiations with the Paula and Zane Mahon, Bill Webb, Valorie Budd, Ed and Judy Lynch – No report due to Karen Badley’s absence.

New Business:

Katie Yates Miller is requesting a price for Ozark Paradise Village, Block 52, Lots 41 and 77 on Boston and Coach Roads. Ms. Miller was not in attendance. Board members conducted an on-site visit and the Board priced both lots in 2006 at $11,000 with access only by Boston.

  • Motion: After a brief discussion of the quality of both lots and recent comparative lot sales, Megan McGuire moved to set the price of Lot 41 at $10,000 and Lot 77 at $5,000 with Boston Road access only and Jeff Farquhar seconded. All Board members voted in favor and the motion carried.

Tim Connell is requesting a price on Lakeview Estates, Block C, Lots 16 and 17 on 7th Avenue.  Mr. Connell was not in attendance.  Board members conducted an on-site visit.  No previous Board recommended pricing was documented.

  • Motion: After an initial report on the quality of the lots, Megan McGuire moved to set the price of Lot 16 at $4,500 and Lot 17 at $2,500. There was no second so motion failed for lack of a second. There appears to be significant transition of this subdivision and neighborhood with many lots and homes transfering ownership and adjacent lots being held by the same owner.  Junior Crafton allowed input from members of the audience as to their knowledge of the recent lot sales in the neighborhood and the transition of the area to larger estate lots and home potential with lake views.
  • Second Motion: Following this discussion, Jeff Farquhar moved and Megan McGuire seconded to table the request to conduct research of current lot prices in the subdivision. All Board members voted in favor and the motion carried.

Larry Taylor is requesting a price on Ozark Paradise Village, Block 55, Lots 14, 33 and 34 on Fairlane Drive.  Mr. Taylor was not in attendance.  Board members conducted an on-site visit.  The Board priced all three lots in 2006 at $9,000.

  • Motion: After a discussion of the lots sizes, quality of the lots and recent comparative lot sales, Megan McGuire moved to set the price of Lot 14 at $10,000, Lot 33 at $3,000 and Lot 34 at $3,000 and Jeff Farquhar seconded the motion.  All Board members voted in favor and the motion carried.

Charlie Gerken is requesting a price on Ozark Paradise Village, Block 4, Lot 9 on Oakview Drive. Mr. Gerken was not in attendance.  Board members conducted an on-site visit.  No previous Board recommended pricing was documented.

  • Motion: After an initial report on the quality of the lot and recent comparative lot sales, Jeff Farquhar moved to set the price of Lot 9 at $7,500 and  Jeff Wilhoit seconded. All Board members voted in favor and the motion carried.

Adjournment: Junior Crafton called for adjournment.

  • Jeff Farquhar moved and Megan McGuire seconded to adjourn at 5:59 p.m. All Board members voted in favor and motion carried.

The next regular meeting will be held on September 8, 2022.
